Criss Brainard was appointed Fire Chief for San Miguel Fire & Rescue on March 22, 2017.
Chief Brainard began his EMS and Fire service career in 1978 when he attended Paramedic School at UCSD and in 1981 he was hired by San Diego Fire & Rescue. He promoted through all ranks until he retired from San Diego as a Deputy Chief in June 2014. From June 2014, Brainard provided emergency system consulting until San Miguel hired him in August of 2016 as their Transition Consultant to bring the Department back to local control.
Chief Brainard has a passion for teaching Fire Behavior and Fire Investigation as well as EMT’s and Paramedics at local colleges. Brainard has written dozens of articles in Fire and EMS journals on improving services provided to our customers and is a National Conference Speaker. Chief Brainard considers being selected as San Miguel’s Fire Chief as a career highlight and feels honored to work with the men and women of San Miguel.
Deputy Chief Marugg started his firefighting career with the San Miguel Fire District in 2000 after working for 17 years as a transport paramedic. He has used his experience in prehospital emergency care to represent the District on State, Regional and local committees related to Emergency Medical Services (EMS). These committees have written the plans for medical disaster response in San Diego County, provided a framework for the FIRESCOPE Field Operations Guide which is used national and internationally, and created the positions for provision of medical care on wildland fire incidents. Chief Marugg’s past assignments have included: Firefighter/ Paramedic, Fire Captain, Training Captain, Safety Officer, and Battalion Chief. Chief Marugg holds a Bachelor of Science degree in Biology and Life Sciences, a Master of Science Degree in Emergency Service Administration and he is a California state certified Fire Officer, Chief Officer, and Fire Instructor.
Administrative Officer/Finance Officer Leah Harris attended Palomar College where she received her A.A. Degree in Accounting. She started her career in finance as a teller with Washington Mutual in 2007. In 2008, she started working as an Office Technician with the State of California in the Finance Office. In 2012, she received her B.S. Degree in Business Administration with an emphasis in Finance and minor in Business from National University. Administrative Officer/Finance Officer Harris has been with the District since 2014. Leah and her husband own an automotive shop in Ramona.
Accounting Specialist Liz Dibb has been with the District for more than 10 years. She began working in the Fire Service in 2007 with East County Fire Protection District as the Finance Officer, where as the sole civilian employee, she was responsible for the day to day financial operation of the District until the consolidation with San Miguel Consolidated Fire Protection District. At San Miguel Fire she started as an Administrative Specialist – Finance until December 2012 when San Miguel Fire contracted with CALFIRE. Liz was the only civilian employee to go to CALFIRE with the contract where she worked as a Senior Personnel Specialist. In July of 2017 San Miguel Fire came back as a stand alone District, Liz is back home as an Accounting Specialist. Liz has been married over 20 years, she and her husband, a retired Law Enforcement Officer, have 2 grown children.
Administrative Assistant Shayna Rians began her career in public service in 2005 with the County of San Diego. After working for the County Library, then Health & Human Services for over 11 years, she ventured into Police and EMS dispatching. Shayna joined San Miguel Fire & Rescue in late 2017 and currently manages website updates, social media posts, and public education requests.
Deputy Fire Marshal Tony Morgan has been with the District for more than 17 years. He began his career in 1984 as a Firefighter with the Federal Fire Department, providing fire protection on various military installations in San Diego County. In 2000, he accepted a position at San Miguel Fire District as a Fire Inspector, and is now the Deputy Fire Marshal. He is responsible for construction inspections, reviewing and approving building plans, oversight of the weed abatement program, and the Local Ordinance. Tony is an alumnus of the National Fire Academy located in Maryland, and has completed an Associate Degree in Fire Science, and a Bachelor of Science in Management. He is also Past President of the San Diego County Fire Chiefs, Fire Prevention Officers Section.
Inspector Grimes has been a Fire Inspector with the San Miguel Fire District for 17 years, and has 30 years of fire service experience overall. She holds an Associate’s Degree in Fire Science with an emphasis in Fire Prevention Technology. She was a firefighter for 4 years before becoming a fire inspector in 1992. She has a passion for community involvement and fire prevention education.
Steve Moran has 28 years in the fire service, including 3 years as Fire Inspector for the City of Lemon Grove, and 24 years of service with San Miguel Fire & Rescue. He will be retiring effective March 30, 2018.
Logistics Officer Arthur Camarena has been in the fire service since 1980, working his way up to the rank of Captain before moving to Logistics in 2010. Art possesses state certifications as a FF I and FF II, Driver operator 1-A, 1-B, 1-C, and E.M.T-1 along with Fire Officer and Water Group Manager, and has attended Palomar, Rancho Santiago, and Miramar Colleges.
Arthur has served as Logistics Officer with San Miguel Fire & Rescue since 2014, helping with the Fire Blast training trailer, Facilities, Apparatus and supporting the District Operations Team with the Light and Air Rehab Unit.
Arthur also assists with Heartland Fire Academies, has been an active Reserve Company Officer with the Orange County Fire Authority since 1983, and has worked for Disney Fire Department and San Diego County Fire.
